Paris

Elysia was created in 6,300 XA, but the Dracovari had already been around for six thousand years. They had a great deal of influence over the evolution of Earth's civilisations and history, and with that influence came prosperity — and greed. Like the the Roman Empire, they over-reached. As humans became more aware of their machinations and even their existence, the 'Vari were forced to find sanctuaries where they could hide their true nature without cutting themselves off from the very thing they treasured as dragonkin: money.

Paris was initially only one of many sanctuaries, but the atmosphere there through the Renaissance and beyond covered 'Varian secrets like a cloak. Eventually, humans had spread so far and so densely across Earth that other races were forced to migrate en masse, leaving Paris as the last sanctuary right into 10,000 XA when the White City opened its doors and the Earth sanctuaries closed for good.
